Drownings… or something

Between 2004 and 2022*, there have been 80 deaths of bystanders attempting to rescue someone on the coast, an average of five deaths each year. Most rescuers were attempting to rescue a family member or loved one, usually a child under the age of 18.

You are a Minster tasked with solving the issue of bystander drownings. You have been asked to come up with a plan to prevent this issue from happening and to design its implementation.

Your plan is widely supported including by the Royal Life Saving Society (RLSSA), Surf Life Saving Australia (SLSA), Australian Water Safety Council (AWSC), State and Territory Governments, Local Councils and Health Departments.

Following the implementation and roll out of the newly created “Good Samaritan Drowning Prevention Strategy”, you have been asked to conduct a beachside safety briefing for parents and caregivers. After addressing basic beach rules, someone asks…

  • “What should I do if I see a child drowning, especially if it’s my own?”

—

In 90 seconds, clearly and persuasively explain:

  • Why rushing into water can be fatal, particularly for untrained adults,
  • What they should do in this scenario, and
  • How to prepare emotionally and mentally for that split-second decision.

Incident response plans

  • Preparation
  • Detection and analysis
  • Containment
  • Eradication
  • Recovery
  • Post-incident review
